Job Description and Duties

Under general direction of the Project Financial Branch Staff Services Manager III, the Staff Services Manager II (Supervisory) is responsible for supervising staff, reviewing and approving of budget changes; monitoring contingency change orders; providing expertise in reviewing the budget, forecast, and monthly budget adjustments; and preparing the quarterly Funding Contribution Plan and the Quarterly Budget for the multi-billion dollar high-speed train project for the California High-Speed Rail Authority (Authority). The incumbent will perform a variety of complex tasks associated with reporting, budgeting, forecasting, accounting, and fiscal and capital outlay programs in accordance with the rules, regulations, and policies as required by the State Administrative Manual, the State Controller’s Office, the Department of Finance, the Legislative Analyst’s Office, and the Federal Railroad Administration (FRA). This position will also provide a high level of assistance and expertise to the Project Financial Director, the Staff Services Manager III, and the Chief Financial Officer (CFO) in a highly complex and sensitive agency in reaching organization goals.

Working Conditions

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Bachelor’s degree in business administration, accounting, finance, or related degree

• 10 or more years of experience in the finance and accounting field

• Expert proficiency with Microsoft Office, especially Microsoft Excel

• Experience with database construction and Pivot Tables

• Strong communication skills

• Significant experience presenting analysis to and communicating with leadership and executive teams

• Knowledge of accounting principles and procedures

• Knowledge of governmental accounting and budgeting

• Significant experience in preparing and reviewing financial reports

• Knowledge of the uniform accounting system and financial organization and procedures of the State of California and related laws, rules, and regulations

• Knowledge of general ledger, accounts payable, and accounts receivable

• Knowledge of project budgeting and financial management

• Knowledge of project accounting

• Experience with FI$Cal accounting system

• Experience with preparation of funding forecasts

• Expert in process documentation

• Experience with process improvement methodologies

• Experience in financial analysis

• Experience with budgeting - analyzing, preparation, and review

• Experience with reconciliation and auditing of data

• Experience reviewing and analyzing capital budgets and budget issues

• Experience working with bongs, grants, and California state funds

• Experience with forecasting expenditures

• Experience and knowledge of financial management systems

• Experience supervising staff
