Job Description

The Regional Property Manager is responsible for thorough oversight of an assigned multifamily portfolio of moderate-to-large scale and management complexity in CHP’s service area. The Level I Regional Manager will normally have less than 750 units in their portfolio and/or be managing properties in lease-up, rehab, or “troubled” properties. Duties include but are not limited to supervision of on-site team, team development, budget oversight, asset management, compliance monitoring, and reporting. This position works closely with the VP of Property Management and the Senior Maintenance Coordinators. Some overnight and frequent daytime travel is required. Working hours may vary, but the customary schedule is Monday – Friday from 8:00 am – 5:00 pm, with a one-hour lunch break. Some overnight and frequent daytime travel is required, as well as occasional evening and weekend hours. Nature of duties requires a high degree of reliability, ability to work independently in an effective manner, inspire trust, and maintain regular attendance.  

Essential Duties & Responsibilities

  • Ensure Tax Credit, HUD, and RD program compliance through regular file audits, property inspection, and timely reporting.

  • Prepare annual property budgets for the assigned portfolio.

  • Monitor all property budgets in the assigned portfolio monthly in order to maintain purchasing controls.

  • Build and maintain effective relationships with regulatory agencies, government, and private partners, and other stakeholders.

  • Directly supervise on-site property managers by actively training, coaching, and providing feedback to employees to grow and empower staff and increase retention through investment in individuals.

  • Create and schedule annual staff development/training plans for all property team members.

  • Work with the HR department to accomplish all processes regarding recruiting/hiring/orienting new team members, topical/legal/management training, EAP referrals, and progressive discipline, counseling, and/or other employment actions to maintain compliance with established policies and/or employment laws and to further CHP’s objective to be an “Employer of Choice.”

  • Train Property Managers on YARDI Voyager and other software and troubleshoot problems.

  • Interface with Resident Services Regional Managers to ensure delivery of resident programming and support at targeted properties.

  • Protect CHP assets through timely monitoring of the physical and financial operations of the portfolio, including marketing, occupancy, unit turns, delinquency, allowable annual rent increases, and maintenance or capital improvement needs.

  • Develop and maintain relationships and business alliances with internal/external customers, key staff, funding agencies, and strategic partners to maximize CHP business and growth opportunities.

  • Process property management contractor performance contracts for VP signature.

  • Other duties as assigned by the VP consistent with the required skill set and customary tasks of the position.

Knowledge, Skills, and Abilities

  • Knowledge of and experience with Federal Low-Income Housing Tax Credit, HUD, and Rural Development programs.

  • Knowledge of Fair Housing regulations and ability to achieve FHEO certifications.

  • Comprehensive grasp of property and real estate management issues.

  • Excellent written and verbal communication skills, and ability to prepare/draft professional correspondence, including employee corrective action letters, vendor agreements, and similar correspondence. 

  • Skilled in the use of computers and software applications, including MS Office applications, as well as specialized finance software packages (YARDI Voyager, etc.). Proficiency and experience with MS Excel and spreadsheet use and preparation.

  • Knowledge of regulatory agencies as well as federal, state, and local programs and policies serving low-income residents.

  • Strong organizational skills and ability to manage/prioritize multiple tasks and responsibilities under pressure to meet deadlines.

  • Must be able to concentrate on intricate detail with some interruption.

  • Must be able to understand and relate the concepts behind specific ideas and policies to others.

  • Ability to establish and maintain effective working relationships with co-workers and partners.

  • Ability to perform intermediate math functions to create, calculate, and oversee multiple property budgets.

  • Possess/maintain a valid driver’s license & driving record consistent with CHP insurability guidelines. 

  • Fluent in speaking/writing English; fluent in Spanish or bilingual is a plus.

Education and/or Experience

  • Demonstrated history of managing teams/a portfolio and bachelor’s degree in business, property management, real estate, or related field; OR

  • Five years of affordable (LIHTC, HUD, RD) multifamily property management experience.

  • Three years of supervisory experience.

  • Certified Apartment Manager designation from the National Apartment Association.
