The Work You Will Do:

Survey Title & Documents Specialist II

 

This position will evaluate, review, and analyze title search reports for accuracy and compliance, provide technical title and mapping assistance, assemble right of way packages, review and compose complex real property legal descriptions, check that all easements identified in the title search reports are depicted on the right of way map, ensure parent tract properties of take areas are accurately depicted on the right of way map, assist the section supervisor in providing technical direction and guidance to the offices of Legal, Right of Way, Desing, Construction and Maintenance, consultants, and title companies.

Your Specific Responsibilities:

Evaluates, reviews, and analyzes title search reports for accuracy and compliance with applicable rules, regulations, policies, and procedures. Assembles right of way packages for delivery to Right of Way Administration, which include marked right of way maps, acquisition documents, title search reports, and transmittal letters. Provides technical title and mapping assistance to Title and Documents Specialists.

 

Reviews and complex real property legal descriptions for incorporation into instruments of conveyance for required right of way parcels, ensuring the needed right of way is completely and accurately described in a manner consistent with acceptable surveying practice. Ensures parent tract properties of take areas are accurately depicted on the right of way map. Checks that all easements identified in the title search reports that lie within take areas are properly depicted on the right of way map.

 

Assists the section supervisor in providing technical direction and guidance to the offices of Legal, Right of Way, Desing, Construction and Maintenance, consultants, and title companies, with regards to tittle and mapping matters. Attends meetings with consultants, Department staff, and other governmental agencies to discuss and resolve title issues on surveying and mapping projects in order to achieve a quality end product and meet project schedules.

 

Utilized Computer Aided Drafting & Desing (CADD) applications to create maps and sketches. Uses related CADD application to perform various calculations and analysis of date. Adhere to the Department’s standards, guidelines, and procedures for creating maps and sketches. Trains new and existing employees in the title search and mapping processes and applications. Researches Florida Statures to assist in resolving title discrepancies on property to be acquired by the Department.

 

Prepares Parcel Information Sheets from analysis of title search reports and acquisition take areas. Enters parcel number, ownership, and property interest data into the Right of Way Management System (RWMS).

 

Researches public records to determine parcel ownership and any associated encumbrances for complex parcels. Performs Quality Assurance Reviews of submitted title searches for donations and easement exchanges.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of Florida Title and Real Estate law, regulations, principles, practices, and public records organizations
  • Knowledge of public records recording systems, title transfers, probate requirements, title subordinations, and property documents of conveyance
  • Knowledge of the principles and techniques of effective written and verbal communication

 

Skills in:

  • Skill in operating computers, working with Microsoft office software and title search software
  • Skill in prioritizing work and managing multiple projects
  • Skill in analyzing and reviewing advanced complex legal documents, maps, and other public records

 

Ability to:

  • Ability to establish and maintain successful working relationships, to work effectively as a team member, and effectively interact with the general public
  • Ability to work independently
  • Ability to maintain organized files, records, and electronic media

 

Other Job-Related Requirements:

  • Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Team (TEMT)

 

Minimum Qualifications:

  • Three years of experience in any of the following: 1) eminent domain 2) right-of-way administration, 3) abstract and title work, 4) as a real estate agent.
