Job Description and Duties

Under the general direction of the Staff Services Manager II, the Staff Services Manager I manages and is responsible for supervising the quality and quantity of the products of subordinate analytical and technical staff of the Training, Outreach, and Publications Unit of the Division of Workers' Compensation (DWC). The incumbent provides consultative and technical support to DWC through outreach events, annual conferences, trainings, publications, and DWC's website.

This is a bilingual-Spanish position. The incumbent must be able to pass a bilingual-Spanish fluency examination.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Working Conditions

This position is located at:

Oakland, CA 94612

The incumbent will work in a cubicle with natural and artificial lighting in an air-conditioned office building with elevator access. The incumbent is required to work extensively on the computer as necessary for email communication, research, working on audits, and other purposes.

Special Requirements

  • The position(s) require(s) fluency in the Spanish language. If the State of California does not have a current record documenting your fluency in this language, you will be required to successfully pass an approved language fluency test prior to being hired.

  • Bachelor's degree in communications, marketing, business or related fields.
  • Minimum two (2) years’ experience conducting community outreach and grassroots marketing activities.
The incumbent must demonstrate the ability to establish and maintain cooperative working relationships with staff at all levels both within and outside of DIR to complete work assignments related to developing policies and procedures. The incumbent must exercise the ability to independently make decisions and perform actions having broad implications on various aspects of DIR’s personnel processes. In addition, the incumbent must demonstrate the ability to use Internet, email, desktop applications and presentation software to complete assignments.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of personnel principles and practices, employee supervision, staff development, training and program management.
  • Knowledge of the State Civil Service Selection Process
  • Strong writing and editing skills
  • Minimum two (2) years experience conducting community outreach and grassroots marketing activities.
  • Coordination and participation in outreach events
  • Experience in presenting information effectively both orally and in writing
  • Prior supervisory experience
  • Excellent organizational skills
  • Proficient computer skills (Microsoft Word and Excel)
  • Ability to lead with tact and diplomacy to achieve results.
  • Ability to develop new ideas and encourage teamwork and personal accountability to promote sound outreach practices.
  • Ability to plan, organize and prioritize sensitive and complex workload, as well as work well under pressure to meet critical deadlines.
  • Ability to gain and maintain cooperative working relationships with all levels of staff.
  • Ability to communicate (verbal/written) clearly, concisely and accurately
  • Proven ability to be patient, professional, flexible, tactful, reliable and dependable
